Elementals are ordinary people with jobs like anyone else, except that they can each manipulate one of the Elements of Earth.

They are tasked with travelling wherever they are needed to tame Earth’s wildest weather.

The Elementals follow Mother Nature's direction, creating storms when needed, and taming them when they get out of control.
If any regular people ask them what they do, Elementals will often tell them they're meteorologists, climatologists, seismologists, or whatever may make the most sense to say, but secretly, they are acting as agents of Mother Nature with powers of wind, rain, lightning, or other.

ALLY
Ally is an organization founded to help those in need after natural disasters strike. Despite initially virtuous intentions, once they learned of the existence of Elementals, their goals expanded towards governing Mother Nature’s choices and using the Elementals to make nature what they want it to be.
Many Elementals have tried to explain the danger in their ideas, but Ally agents are fiercely determined that they could succeed if given the opportunity.
Most Ally agents don't have element abilities themselves and have often been personally impacted by severe weather and natural disasters.
INDO
INDO is a mafia-like organization of people who use their abilities over nature to gain money and power.
They often bring death and destruction wherever they go and have been a factor in many of the biggest natural disasters.
During the time which Weather Bound starts, INDO has been quiet for years with little incidents since 1998.
Miscreants
Miscreants are people who have an element but do not follow any of the previous three groups mentioned.
Oftentimes they used to be Elemental but have broken rules or chosen to go their own way.
Some may have criminal tendencies, while others are good-hearted. It all depends on the individual and what their story is.
